In December 1999, the Ontario Government appointed Commissioner Harry Kitchen to restructure Victoria County. The Province required him to produce an interim report which examined the issue, then a final report which would establish a new municipality. The final report articulated the structure of the new municipality and created a Transition Board, which lasted until the City of Kawartha Lakes came into being on January 1, 2001.
